There are several provisions of international law that aim to prevent the spread of weapons of mass destruction (WMD). Most notable is the Treaty on Non-Proliferation of Nuclear Weapons (or the NPT). This treaty is signed by almost every country in the world and has strict penalties for states that violate its terms. Nevertheless, some states since its inception have chosen to pursue nuclear weapons despite the potential penalties. Using one of the theories from Module 2, explain why a state would or would not pursue nuclear weapons. Defend your answer with reason and evidence. 

This paper should be one to two pages in length (not including the references section), single-spaced, 12-point, Times New Roman font. Any deviation from these guidelines will result in an automatic 10-point deduction. You should use outside sources to support your arguments, but you must cite them properly. Additionally, minimize the use of direct quotes, instead, put those supporting arguments in your own words. Finally, you must work to proofread the paper, because grammar and mechanics will be part of the grade.
