There are several provisions of international law that aim to prevent the spread of weapons of mass destruction (WMD). Most notable is the Treaty on Non-Proliferation of Nuclear Weapons (or the NPT). This treaty is signed by almost every country in the world and has strict penalties for states that violate its terms. Nevertheless, some states since its inception have chosen to pursue nuclear weapons despite the potential penalties. Using one of the theories from Module 2, explain why a state would or would not pursue nuclear weapons. Defend your answer with reason and evidence.
